Obama on Lesgislation Linking Keystone XL to Payroll Tax Cuts

President Obama, in a joint news conference with Canadian Prime Minister Stephen Harper, tells a reporter he will reject any legislation that forces him to approve the Keystone XL pipeline project in exchange for renewing a payroll tax cut that expires at the end of the year.
